I rarely use Photoshop filters, but I added the general texture here with the oil paint filter, albeit with a bit of post-filter manipulating.

Meander in the sense of a type of ancient pattern. Not consciously created that way. I simply noticed that it looked familiar, did an image search and realized, yep, that's the one.
